NOTICE OF MEETING
Dear Councillor
You are hereby summoned to attend the Parish Council Meeting of Belchford and Fulletby Parish Council. It will be held on Thursday 12th March 2020 commencing at 7.30pm at Belchford Village Hall.
The business to be dealt with at the meeting is listed in the agenda. The official meeting will start at 7.45pm or at the conclusion of the public forum whichever is sooner. All councillors should be present by 7.30pm.
PUBLIC FORUM – Public Participation (maximum 15 minutes) - Members of the public will be invited to comment on any of the items on the agenda or any item they may wish to raise, those items not on the agenda will not be debated but referred if appropriate to the next meeting

1. Apologies for absence and reasons given
2. Declaration of interests and requests for dispensations - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act
3. Chairman’s remarks
4. To confirm and sign the minutes of the meeting held on 9th January 2020.
5. To receive a presentation from ONLincolnshire – Full Fibre Broadband
6. To receive reports from the Clerk and Councillors on matters outstanding
a. Ward Walk
b. Annual Parish Meeting – set a date & venue
7. To receive reports from District and County Councillors, and Police (if available)
8. To receive a report from the Village Green Committee on the proposal for a children’s play area
9. To review which potholes Councillors have reported and agree any action required
10. To consider any other Highways Matters including flooding & drains
11. To receive an update on the Community Woodland
12. To approve funding of Recycling Project (Ward Twins) to the sum of approx. £10
13. Community Speed Watch Scheme - So far, NO villagers from either Belchford or Fulletby have come forward to volunteer. PT
14. To consider correspondence received since the last Council meeting:
a. Horncastle Matters magazine – distribution of and request for donation
b. LALC – annual training scheme, to consider signing up to this annual scheme £102
15. Financial matters:
a) To receive an updated bank reconciliation form RFO
b) To consider and resolve payments since last meeting including village hall hire £, LALC annual training scheme £102, LALC Annual Subscription £142.03, legal expenses for community woodland £360.00, clerks salary & expenses.
16. Planning Matters:
a. S/013/00178/20 – Dial Cottage – application withdrawn.
b. S/013/00340/20 – Warthbeck House – Change of use, extension & alterations to outbuilding to provide annexe
c. S/055/02017/19 – Approval of Reserved Matters – Corner Farm, Fulletby.
d. S/013/02291/19 – Pinecroft, Belchford – the application was Technically deleted record.
